This is the deck of all time. x3 of the monsters because they are really good. Starry Dragon is the boss man that pops on summon from hand and it's not hard opt, Rayel is Stratos but for the backrow, Flamel is the handtrap that summons the Dragon and also banishes itself to return the Dragon from field or grave to hand. x2 Book because it's Book, it helps blocking problematic monsters like Beatrice and Photon Lord, as well as stopping plays. x1 PoD just to hope and search anything good, and going first you only normal summon. x3 Balefire because it searches the monsters + lets you special summon Starry Dragon when facing a mostly DARK deck like PK or GP. x3 Compulsory because it's Compulsory, although this one has synergy with the deck as you want to return the Dragon to abuse and pop, or Rayel to use it again next turn. x1 Ceremony because it punishes people for over-extending sometimes (hope they dont have backrow removal) and searches the Dragon when your hand is nothing but Rayels. x1 Arrival because it's good but it only works on Main Phase.
Dweller and Sin. Paladynamo is good when going for lethal fast, and also a draw if its destroyed. Cheer Girl to get a draw. Big Eye and Voleferniges. Link Disciple to out the Iblee lock, and it's a LIGHT so you climb into Hip Hoshiningen with a Knight.
