This Tier List is being made before the official implementation of the Skill Balance Update later today
The current meta is very GY reliant, so staples like Loading... and Loading... are very important. In this context, Shiranui and Mayakashi are very strong decks but Mayakashi has more difficulties being 100% GY reliant while Shiranui can play through some GY interruptions. Also, they play with the banish zone so Crow/Meister are only partial interruptions, thus giving to Shiranui a clear advantage.

Blue-Eyes keeps its Tier 2 position, for several reasons. It's the best deck at setting three backrow behind a beatstick, and can play through common techs perfectly (as Loading... can only really hit Loading... , which is still a -1 that can still be mitigated with Spirit's tag-out or Loading... . Loading... is a bit better - especially when chained to Loading... (potentially messing with its resolution). Loading... similarly can be chained to Fusion by messing with the potential materials before resolution. All-in-all, Blue-Eyes has an easy game plan, effortlessly adapts in Side Deck Format, and can both produce and play through disruptions, making it a solid deck in the format.
Mayakashi keeps its Tier 2 position, as the Loading... /Loading... meta shift does somewhat hinder it, but at the same time gives the deck clear tech slots to play itself and to be ready to face. Between the two, Skull Meister is the less bearable one, as it interrupts the Loading... reborn effect, eliminating your point of interaction. Though, very few decks are able to go for game through a potential Loading... summon (on Link destruction) or a Turn 1 reborn off any Synchro (due to seeing Meister delay). Galaxy comes to mind, as if they don't straight up OTK you, can still put you in unwinnable situations through Loading... .
