Same Tier List, different week. Phantom Knights are still dominating as usual. Although the interesting part of this meta is that old decks are becoming viable again. Ritual Beasts and Witchcrafter are coming back to life due to it's decent matchup against the sole Tier 1 PK. The banlist (specifically Loading... to 3) had more impact than the latest Main Box, despite it introducing tons of support for a lot of decks. With that being said, expect to face the same decks until the next Mini Box is announced.
Tier 1
Once again Phantom Knights take the throne as the sole Tier 1 deck. This deck is simply the best deck in the current format as it simply has it strong defensive and offensive plays. The strong turn 1 set up with Loading... + Loading... + Set 3 is something that most decks find difficult to break, and even if you do play through that they still have a lot of follow-up plays with their GY effects. Going 2nd, the deck is also strong with backrow removal like Loading... and Loading... combined with Loading... plays to easily break through boards. With to all these components, this deck is by far Tier 1 and is likely going to stay that way for a while.
Tier 2

Abyss Actors remain in Tier 2 this week with not much changing in the meta. The deck has a favored matchup vs the Tier 3 decks and Rogue decks thanks to easily triggering Sealed Tombs after searching with Loading... . The deck also has a 50/50 matchup against Harpies and Phantom Knights, where the going second player is usually favored to win.
In other news, Harpies are still Harpies. The Loading... copium is slowly dying, and people are now either back to standard 20 cards or 22-25 cards lists with 2 Loading... s and Discard Traps, which are really flexible and have answers to pretty much every deck in the format. While Neos lists aren't bad per se, it requires you to go to 25+ cards in order to fit both engine and techs, resulting quite often in the very hit or miss 30-card Harpie ratio we've pretty much always had, while also giving up on Loading... .
