A Word FromHello all, in light of the recent balance update. For this list in particular, considering nothing on the current Tier List was affected by the balance update, instead of talking about the current Tier List (that will be addressed in next week's update), TPC will talk about the Decks that were buffed by the balance update.

Looks like Konami decided freeing cards was a better way to fix the meta than banning some (which I'm generally a fan of, especially in a meta where there isn’t a big disparity between the top decks). With at least 5 archetypes (sorry Cyber Dragon) getting a buff in some form, hopefully more decks can be added to the Tier List.
The Current meta is diverse, but definitely not a fair one for Rogue decks (we're long past the diversity from the Pre-Tachyon meta). That being said, no nerfs to the Top 4 decks will most likely lead to the meta remaining the same.

I think Shaddoll might become tiered with the skill change, and the fact that there's no longer a Special Summon lock means you can now make hybrid builds. It's going to fun seeing all the different Shaddoll builds.
Shaddoll seems the most likely Deck to join the Tier List. It was always a deck that had the power to compete but lacked the consistency. With the Shadow-Weaving Power now dumping Loading... , Loading... can now easily search a Fusion Spell / Loading... . Even though I felt the meta was starting to outpace Shaddoll, the Skill now allows you to mix the them with other archetypes (as you only lose the shuffle-back part of the Skill now for straying outside of Shaddolls/Spellcasters). This could lead to some spicy deckbuilding and I’m feeling positive that this deck will make a showing in the competitive scene (get ready for some Loading... gaming)
Shaddoll have more consistency, you can now start the duel with Loading... in the GY and use it to activate your own flip effects. Also you can mix Shaddolls with any other engine (losing the second part of the Skill doesn't seems a big deal), but I don't know if there is an engine or a mix with other archetypes that are worth a try. Deckbuilding can go the other way around and use Shaddolls as an engine to summon Loading... in other decks, but it seems a little inconsistent at first glance (adding Loading... and Incarnation to a random Deck, dumping 2 Incarnations. Then you can set the Shaddoll, flip it up, and search for the Fusion Spell).
