After the first week of tournaments, players (for now) are naturally gravitating towards the decks not hit by the banlist. With no new box in the immediate future and Tenyi currently dominating tournaments with its strong ability to break boards, the next weeks will show whether others are able to exploit its weaknesses and contest the Tier 1 spot.
Tier 1

Tenyi honestly feels like the best deck currently, its engine has ways to deal with every backrow in the game and can play through multiple at that, so I would say it definitely deserves its Tier 1 status. The meta may warp around both this deck (and Black Luster Soldier) as they are susceptible to cards like Loading... and Loading... . For now, as long as these Decks go unchecked, they should continue their dominance.
Tenyi had an incredibly strong performance this past week. The deck has an amazing grind game, the ability to play through backrow with Loading... , and the ability to break boards with Loading... . I think the deck will continue to have strong performances until a deck with similar power-level is introduced.
Tier 2
Being completely untouched by the banlist and the Odd-Eyes matchup (which was able to almost always Loading... banish your Graveyard Turn 1) gutted, Black Luster Soldier is one of the clear winners of the banlist. It is weak to Loading... and Loading... but still maintains its access to Limit 3s and powerful floodgates from the Side Deck to lock out the opponent's plays.
I would say Rokket is the best backrow deck to use at the moment, it even won the KCC and took multiple Top 10 spots, its access to many strong Extra Deck cards such as Loading... , Loading... and Loading... (which can be paired with interruption) gives them an edge over other backrow decks like Destiny HEROs. If Borrel Launch survives the expected Skill Balance update, then Rokkets will be a solid deck to run in the meta and does not have apparent weaknesses shared by BLS/Tenyi (so if those become popular then the deck definitely has place in the meta).
