This is the Last Tier List for this iteration of Top Player Council. The first Tier List for the new Top Player Council will be on Ocotber 15th.

Star Seraph has been seeing a huge decline lately, as losing Loading... took away its greatest strength against the best-performing deck of the format (it's also a silver bullet against many decks, often ending their turn immediately). The drop was expected but not to such a huge degree.
Star Seraph was the best deck that utilized Loading... , and honestly without it the deck is significantly worse. The engine is still able to threaten a bunch of interruptions and forces you to have an answer to their push, so I think the deck still has potential.
Off the Tier List
While Time Thief has maybe the most oppressive Turn 1 currently in the gmae, it ultimately lacks a good Turn 2 against most decks (while also having a huge issue against cards like Loading... ). Aside from that it has issues getting over Loading... / Loading... (since its only out is Loading... , which can be interacted with, necessesitating drawing the out). Unfortunately the same is true for almost every Turn 1 setup, making it almost impossible for Time Thief to go second without a custom hand.
