Hello all, in light of the recent balance update, the Top Player Council has weighed in on on the current Tier List and how it will be impacted by the banlist. Bear in mind, there has been no Skill Balance changes as of yet, so we're still currently in Meta Limbo as we await potential Skill changes to further shake up the meta.

At first glance, it seems to me that the hits to BLS are pretty impactful actually. The Limit 1 to Loading... and Loading... limits the deck's ability to play through backrow. Note that they also can't just switch to the Loading... / Loading... package (which was experimented with in the past to help the problem of backrow, as well). As for the Limit 3 hits, as we have seen with Destiny HEROs, these hits can definitely be enough to dethrone a Tier 1 deck. I am looking forward to seeing how people manage to piece together a BLS deck in the upcoming weeks.
Black Luster Soldier can no longer use the Magistus package. This is a considerable hit to their utility. The deck will now have a more difficult time playing around backrow, and with the Limit 3 to Loading... , Black Luster Soldier loses its Limit 3 staples. We may see a similar situation with Black Luster Soldier as we have with Destiny Hero: it slowly phases out of the meta.
Black Luster Soldier loses a lot of power with this List. In my personal opinion, I have no doubt that this is enough to oust the deck from the Tier List.
Black Luster Soldier suffered a big hit. The deck is no longer able to consistently play around backrow with Loading... pressure, loses Loading... the best Trap in the deck, and loses game-winning sack potential in Loading... . We may see builds incorporating Loading... , but I don't think this will have power to stay on Tier List.
Black Luster Soldier was fully smoked by the banlist, losing basically all of its sack capability from Set 3 + Loading... or incredible Loading... openings.
