Phantom Knights move down as its representation and results reflect a deck that's meeting more prepared decks such as Blue-Eyes with Loading... and Shiranui with 3 Loading... . Although it is still a strong deck with access to Loading... , Tier 2 seems fair (especially with a deck that can search Lancea entering the meta).
Phantom Knights are demoted to reflect the gap between Blue-Eyes and the Tier 2 Decks, mostly because Blue-Eyes is unaffected by Loading... or Loading... (even running the latter itself). Since PK is so vulnerable to Lancea, Loading... , and Dweller (among other floodgates like Loading... ). As long as the meta is focusing on countering PK, it struggles to stay dominant (especially in comparison to Blue-Eyes).
Shiranui has been doing quite well recently, so Tier 2 seems appropriate. The deck has seen better performance leaning heavily on stall Traps like Loading... , Loading... , and Loading... . Some builds are even including Loading... to help the deck go second against cards like Loading... .
