The Treason Phantom nerf didn't hit Phantom Knight hard enough to remove it from the top slot of the format. While one could argue Phantom Knights to be solo Tier 2 with everything else down a spot, the point still remains, Phantom Knights are still the best deck of the format, or at least one of the better ones. Access to any tech in the game, three possible Turn 1 Setups aimed at dealing with different things (either Loading... , Loading... , or Loading... ), and a consistency skill that didn't get that much worse with the nerfs makes a recipe for success. Sure, Side Deck could be problematic, but there isn't anything Phantom Knights can't deal with, and you can make use of that same side board yourself.
The Treason Phantom nerf does not hurt Phantom Knights that much (players just will need to adjust their lists a bit to ensure better con consistency). Phantom Knights are still a good choice in leagues and personal tournaments, but I'm not confident it should be the sole Tier 1 Deck.
With pre-nerf Treason Phantom , Phantom Knights were very consistent which made this Skill preferred over any other option. With the Balance Changes requiting your to reveal two Phantom Knight Monsters, skills like Phantom Strategy might be be good as well. I'm not sure Phantom Knights have the power level post-nerf to be the sole Tier 1 deck, but it's still a good deck nonetheless.
I personally don't see or know why Phantom Knights are sole Tier 1 at the moment. It wasn't preforming especially well prior to and during the KC Cup and only got worse with the Skill nerfs. I personally wouldn't be surprised if they end up being demoted but we will have to see.

I personally don't really think HERO Alliance Elemental HEROs are any better than the Tier 3 decks, as it shares many similarities with them. It generally opens just about ok every game, which doesn't exactly mean a lot if your only live set is Loading... , since you're one Loading... / Loading... / Loading... away from dying (Before I get some smart alecks in the comments saying you can't Loading... Super Poly, you can Lance the Loading... preemptively). Even going second, the deck is "ok" at best, it beats weaker hands, but it struggles with anything slightly better than standard. I think the deck is a bit held back by the Skill restriction to run a pretty huge number of HEROs, which makes it so you can't really run a lot of techs without raising your card count too much, making drawing your best Normal Summon in Neos less likely. This results in this weird mix of a deck that doesn't particularly excel going first or second, and doesn't do anything particularly well. It's just "ok".
