The Top Player Council have decided on no changes for this list. The format has been more-or-less Phantom Knights or bust as far as the tournament scene goes, with various sprinklings of pet decks here and there (Odd-Eyes, Madolche, Code Talkers, etc.). I would wager this perceived strength of "what's left" (as the pool of "playable decks" in this format is fairly large in general, as some kind of consistent game plan + power techs are usually enough to perform at any given tournament) somewhat boils down to collective preference at this point. With Z-ONE's unlock event and presumably a new Mini BOX around the corner we shall see if something out of left field can disrupt the status quo.
Tier 1
Looking at the results of this week, there's only one thing Top Player Council can agree on: Phantom Knights are definitively on top, and for good reason. With almost no banlist limitations (after the mass unbanninng), a Skill in Treason Phantom that trivalizes the summon of Loading... (a destroying monster effect negate), and the means to play through most boards going second, it's no wonder that Phantom Knights remain the deck to beat at the moment.
Phantom Knight builds are starting to shift more towards winning the mirror with the inclusion of Loading... in the Main Deck to make Loading... turn one. We will see if this strong string of performances turns into outright dominance.
Tier 2
From an outsider perspective, I'm not positive why TPC has collectively settled on Infernoid specifically as the deck they expect to perform the best out of the non-Phantom Knight decks. In theory, it has the comfort of the coinflip matchup against any deck, as the Loading... set-up is quite difficult to overcome. In practice, the deck hasn't seen the popularity to meet expectations. Despite this, however (which again don't necessarily go 1:1 with perceived strength as players trend towards comfort more often than not), TPC still expect Infernoid to perform at a level higher than Tier 3 (though it should be said this opinion is not unanimous).
It's pretty questionable that this deck is still being voted this high, no matter what format you look at. Whether it be leagues, side, or no side events, Infernoid doesn’t tend to perform that well at least compared to other Tier 3 decks. As with the majority of matchups in the meta, winning the coin flip is important for this deck to win a lot of its games and even then it’s not anything guaranteed. It’s hardly a Phantom KNight counter and it’s matchup with other tiered decks are also not that favorable if it doesn’t go first most of the time and even then it needs to usually see a Loading... plus Loading... or Loading... to be a threat.
It's understandable to question this deck's position at Tier 2 due to its lack of results. HOWEVER it seems that this underperformance is due to low or no representation. If a big tournament were to happen, this deck could be preferred over rogue decks.
