There are no Tier 1 Decks

No Tier 1 on a Tier List definitely looks strange, and normally it wouldn't make much sense. However, the problem is that there is just no best deck/strategy which is indefinitely the one to beat right now. Everything on the Tier List is so close to each other.

“But by that logic, wouldn't that make the Tier 2 decks Tier 1?”

Yes, it would. However, this would be confusing to newer or casual players who just look at the Tier List to see what the meta is like. Having a lot of decks in Tier 1 is not exactly helpful, considering the Tier 2-3 strategies aren't even necessarily weaker. The difference is so small that its hard to justify any deck as Tier 1 without having a lot of decks up there.

Currently, a lot of strategies are viable and almost anything could do well.

I just don't see any strategies that will be considered Tier 1, and I feel this could persist for a few weeks in my opinion. Every deck is relatively strong and has its own weaknesses and bad matchups, you can enter a tournament with any deck on the Tier List and still perform very well.

Performage may be the deck with the least number of bad matchups on the Tier List, but if you're against a deck where Loading... does not stun the opponent hard enough, then its turn 1 isn't very convincing. However, the deck's Turn 2 is one of the strongest at the moment and I could see an argument for the deck being slightly better than the other Tier 2 decks on the Tier List.

While many Turn 1 plays are comparable in power level, Performage's biggest advantage over other strategies is consistent access to a Turn 1 floodgate, which is most commonly represented by Loading... ; a large majority of the strong decks depend on at least 1 Graveyard effect to get maximum value while others are entirely dependent on the graveyard to make plays, resulting in most impactful Turn 1 even if it may appear unassuming. It is exceedingly difficult for decks to both deal with the Turn 1 and survive the follow-up OTK push, meanwhile Loading... is an in-engine handtrap that prevents OTKs and represents follow-up. While other decks may be comparable or better in terms of power, none of them do so with the consistency or follow-up of Performage.

I personally think Shaddoll is slightly better than the other Tier 2 decks, despite its lower representation and conversion. Perhaps with the prevalence of Unchained, Shaddoll will have its time to shine.

Unchained got to a slow start after new BOX but finally started showing good results. Unchained is a deck with little space for techs if you want to ensure consistency and is able to play through at least one disruption (Loading... /Loading... ). Builds at 20-22 seems optimal using staples like Loading... or Loading... . The deck struggles against Performage due to Loading... but is not an instant-loss like other decks weak to Dweller (Phantom Knights for example) thanks to both traps and Loading... / Loading... , as 3k bodies are a good defense against Performage in particular.

The matchup against Borrel Link is unfavorable, as they have several destruction effects, but Borrel decks with Loading... / Loading... and an explosive start could make it difficult for Unchained to survive. Regardless, Unchained still has the advantage since Borrel needs to draw outs to Unchained's floating

The matchup against Shaddoll is hard but not impossible. Loading... can be a devastating card late game because Unchained relies on multiple Summons per turn. Unchained can out Winda with Loading... or Loading... , but it's hard to recover if Shaddoll ever establishes control.

Based on these statement, Unchained is strong and competes with the other Tier 2 decks, so it makes sense for it to join Tier 2.
