A Word FromHello all, in light of the recent balance update, we're going to be posting a TPC reaction to the Balance Changes and how the current Tier List is affected. As a result, the last Tier List for our current Top Player Council (and the first Tier List for the new World format) will be delayed until October 6th
I didn't know what to expect with this Forbidden/Limited List Update but no card restictions would not have been my guess if I had to make one. It's nice to see Orcust and Predaplant get their cards back. I think the Limit 2 on Loading... was just a precaution for stall decks and makes sense to unlimit. Loading... unlimited gives Salamangreat more access to Loading... and Loading... . The one thing I might have guessed for the Update was the unlimits to Loading... and Loading... . I don't expect this Update to be what shakes up the meta but perhaps what comes with the New World might.
It makes sense to have a fairly minor banlist that won't change the format all too much, since it will be changed with the upcoming BOX and new World anyway. As such, the Tier List will remain the same as we wait for the upcomong BOX.

Shaddoll loses access to Loading... with the hit to Reign of Shadows . That does make the deck weaker against "build-a-board" decks like Utopia's Turn 1 but the it's still the same deck. I don't expect Nibiru to be the difference for how strong Shaddoll is.
I think Shaddol will remain the best deck in the format after the banlist ,especially after one of its worst matchups (Despia) received a nerf. The unlimits are pretty irrelevant for Shaddoll (considering the decks that got buffed all have a bad Shaddoll matchup. The main issue now is, without Loading... the "going first FTK" strategies like Crystal Beasts, Utopia, and Chimera will have a better chance at winning Turn 1.
Shaddoll received a simple nerf to Reign of Shadows , preventing it from using Loading... (however I don't think this will drastically affect the deck's performance).
The hits to Reign of Shadows make Shaddoll unable to use Loading... or Loading... , which makes things harder against Turn 1 decks like Chimera, Utopia, and Crystal Beast. This change ultimately doesn't hurt Shaddoll all too much, as you can still run other techs to help deal with these matchups (albeit at a lower efficacy).
