Shaddoll is still the strongest deck in the meta. There is no doubt that it will be the most playable deck in the WCQ, as it's not easy to find a deck with a consistently good matchup against it.
Shaddoll is still the best deck in the current format, and it's also the most suitable deck for the WCQ. The biggest problem for this deck is that it takes a longer time to win, especially in the mirror, which means other decks might be a better choice when only considering the factor of game-time. However, the decks is hard to beat because of the free card advantage provided by Reign of Shadows (especially going second) and the ability to tech-in Loading... (a massive threat to decks like Utopia and SPeedroid), making it a great option for thiw WCQ.
The more the format shapes up the better Shaddoll looks. After being optimized, the Turn 1 endboards have ways to play around the opponent "drawing the out", which widens the gap. Shaddoll tends to also run Loading... and Loading... which can be game-winning agsint the rest of the relevent decks (as they can't deal with them easily). Overall, I personally don't think there's any real competition for this deck.

I can't really say that Utopia is really suitable for the upcoming WCQ, since it's not good at dealing with techs. However, we can say that it's the best option to deal with Shaddoll by using its own techs and Loading... . So, even if it might not be the most offective deck overall it will be a decent choice to play in WCQ.
I think Utopia will be a good option to play in the WCQ (even if it struggles against techs). I still think this deck has untapped potential that will probably be seen in the second stage.
