[RUSH] Skill Changes

UPDATE: Konami announced the Tempest Drive restriction was removed in error.

The Skill Changes will go into effect by updating to 8.4.0, which will be released around January 22nd.

• Magician's Shuffle (Archive Skill) 's restrictions have been eased to allow use "If you only have Spellcaster Monsters with 2500 or more ATK in your Deck" (I'm assuming this is to allow you to use Spellcaster Effect Monsters with 2500+ ATK that they plan on adding at a later date [perhaps Loading... ?])

• Tempest Drive 's ATK buff has been increased by an extra 200, for 600 ATK total.
